What we know
Trinity Church on Wall Street, lower Manhattan, and the cemetery beside it
In colonial Manhattan, Wall Street was a literal wall — the northern stockade of New Amsterdam, built by the Dutch in 1653 to keep the English out. By the time the Founders wrote their cipher, the wall was gone but the name remained, and Trinity Church stood just inside what had been its line. "Heere at the wall" is therefore a direction in the city: Trinity, on Wall Street, beside the cemetery. The message also names a tomb. Parkington Lane.
The Puzzle
Find Parkington Lane in the cemetery. The name itself is a cipher.
